The Mobile Training Team for Annual Program Budget (APB) from Headquarters, Philippine Army, headed by Colonel Gilbert F Saret –Deputy, Army Resource Management Office, conducted Annual Plan and Budget Preparation Seminar-Workshop/ Consultation for Fiscal year 2015 at the Kampilan Officer’s Clubhouse on 05-07 May 2014.
The 3-day activity aimed to consult and train the units and offices regarding APB preparation at the same time determine their objectives and major PAPs (Programs/ Activities/ Projects) with the corresponding targets, aligned with command priorities, and cost. It was participated by the different offices and units of Kampilan Division, both organic and operational controlled, represented by their respective Administrative officers, Special Disbursing officers, Disbursing officers, and Responsible Supply officers and their encoders.
The seminar/ workshop started with lectures on various topics such as: Philippine Army Strategic Management System (PA SMS), Program Performance Budget Execution Review (4th Quarter 2013), Updates on Unified Account Code Structure (UACS), and the 6th Infantry Division Scorecard. Reviews on the unit scorecard crafting were well facilitated. Likewise, the different queries and clarifications concerning the process of APB were excellently addressed. As a part of the workshop, participants were given a period of time to plan and craft their APB while the training team is guiding them towards the achievement of a more systemized process of budgeting.
Despite of the unfavorable weather condition, the participation and cooperation of the attendees were at maximum extent. After spontaneous brainstorming and cautious planning, participants presented their work for immediate correction and improvement. Such benefited not only the concerned unit but the whole command as well. The APB MTT closely monitored each unit’s work template and patiently answered questions to the extent of their knowledge.
As the activity formally ended, the 6ID Chief of Staff, Colonel Roseller G Murillo, gave some important insights on how important such activities are. “Units should not take for granted the crafting of APB because it will be the basis of higher headquarters in downloading fund support. Identify activities that are essential in the accomplishment of your unit’s mission so that it will be funded according to your plan, thus, increasing your unit’s readiness.” he added.
The APB Mobile Training Team received tokens and certificate of appreciation as a sign of 6ID’s sincere gratefulness on the efforts rendered to Kampilan troopers. Also, participants were given certificate of participation. The said activity was purposely conducted to have a unified direction on the desired end-state with utmost efficiency, transparency, and accountability in line with good governance.
